Windsor Police have arrested a 25-year-old Windsor man after elementary school staff observed injuries to a four-year-old child Wednesday morning.

At approximately 11 am December 2 police were dispatched to the elementary school and met with both the Children's Aid Society and the victim.

Officers observed welts and bruises to the child on his back, right forearm, right wrist, right tricep, left bicep, and stomach. The injuries are "consistent with being struck with a wire cord".

Police attended the residence of the father and placed him under arrest without incident.

A 25-year-old Windsor man is charged with Assault With a Weapon.
